Director – Human Resources

Job Summary

Responsible for providing leadership in developing and directing all aspects of the Bank's Human Resources function including Bank culture, and by implementing human resources strategies which support the Bank's mission, vision and overall business plan.

Job Specifications

• Requires a bachelor's degree in Human Resources or equivalent work experience.

• College courses and/or specialized training in human resources are preferred.

• Must have a minimum of five years human resources management experience, including

a working knowledge of relevant employment laws.

• Must have proven ability to attract and retain outstanding talent and assemble and

motivate high performance teams.

• Must be PC literate with knowledge of spreadsheet and word processing software.

• A familiarity with payroll processing software is required.

• Requires excellent organizational, interpersonal, and communications skills.

• Must exhibit professional behaviors and appearance and be aware of the importance of teamwork within the human resources department.


Supervisory Responsibilities:  Responsible for supervising the Human Resources Assistant. Within the framework of established budgetary and policy guidelines, recommends salary and disciplinary actions as needed.

Physical and Mental Demands

Working Conditions

The noise level in the primary work environment is usually moderate i.e., business office with computer printer, and light traffic. Lighting and temperature are adequate, and there are no hazardous or unpleasant conditions caused by noise, dust, etc.

Essential Functions

Directs the human resources department to include:

I. Strategy

working with Senior Leadership of the Bank in establishing and enhancing the human resources function to support the strategic direction of the Bank;
developing, refining and administering all human resources policies and procedures;
providing guidance and leadership to Bank Leadership in all human resources and organizational issues and tactics;
leading and administering programs pertaining to talent management, succession planning, change management and organizational development;
provide leadership throughout the Bank in building support and consensus around HR strategies and procedures;
provides regular progress reports to the chief executive officer and executive team on human resources issues.

II. Payroll and Benefits

ensuring proper administration of employee benefits and maintaining related benefits documentation;
ensuring timely and accurate processing of employee payroll;
administering compensation programs that are internally equitable, externally competitive and cost effective to the Bank.

III. Employee Relations

responding to employee questions regarding Bank policies, payroll, benefits, and other human resources related issues;
driving the Bank's culture to be a preferred place for employees to work in our market through communication, teambuilding activities, and HR systems.

IV. Talent and Performance Management

providing assistance and advice to supervisors and managers on employee relations, performance, disciplinary and termination issues;
administering the Bank's formal performance review and salary increase programs;
preparing reports and recommending procedures to reduce absenteeism and turnover.
preparing annual budget for the human resources department;
prepares and revises as necessary, job descriptions for each position in the Bank.

V. Talent Acquisition

Assess and advise Bank Leadership in talent needs particularly in regard to the Bank's strategic direction;
administering the employment process to include recruitment, interviewing, selection, hiring, new employee orientation and separation with an emphasis on employees who can drive the Bank's culture and staff the Bank with a superior workforce;
developing comprehensive strategic recruiting and retention plans which meet the Bank's needs for human capital.

VI. Training and Career Development

assess the training needs of employees in light of strategic direction and design a training program to meet those needs;
ensuring adequate training and development is provided to all Bank employees;
conducting exit interviews to determine reasons for voluntary separations.

VII. Legal and Compliance

ensuring that the Bank is in compliance with relevant state/federal employment and record keeping laws;
responding to unemployment claims and participating in unemployment hearings when necessary;
keeping accurate records on personnel transactions, such as hires, promotions, transfers, and terminations.

Supervises human resources and payroll staff to include:

overseeing daily operations of staff supervised
determining staffing needs;
interviewing applicants for staff positions;
making hiring decisions;
ensuring the provision of proper staff training;
providing leadership, training, guidance and motivation;
monitoring work performance;
handling staff issues and problems;
conducting performance evaluations;
making recommendations regarding staff salary adjustments;
administering discipline for and terminating staff when necessary;
authorizing purchases of equipment, services, and supplies;
ensuring compliance with internal controls and government regulations.
